有关family reunion with student签证问题，请大侠指教

如题，我是VUB奖学金博士生，刚到布鲁塞尔一周，已经办好了住房合同、银行账号、保险和学校工作合同，也已经预约了commune的ID申请。现在我想我太太尽快来比，咨询国内比利时使馆，答复说“必须我的ID卡复印件和住房面积证明，但是我太太可以现在递交其他材料，批准与否取决于签证官”，搞得我很迷惑，以下问题麻烦有经验的同胞赐教：
1、我是否必须等到三个月之后拿到ID卡才能申请团聚签证？如果那时候才申请查房，又要一个月，再申请签证又要一个月，就需要半年时间我太太才能来，郁闷啊。
2、我是否能够去提交ID材料时候就申请查房（够两个人生活）？然后等待查房，拿到这个文件之后，和我申请ID的回执一起作为ID证明，寄回国内申请签证？
3、如何以及何时向commune申请住房证明？哪种表格？他们是不是只说荷兰语或者法语？

    Hi,
    All the items you have done seem to be very quick. But you got your bank account before you get your ID card? I don't know if it is possible, but since you are student, it could be possible.
    However, "room inspection" could take ages. I don't know what is your post code, if your post code is 1000, then waiting here for one year, you may not get any police come to inspect your room. In this case, I suggest that you move to some other place to avoid further delay.
    Most government officials speak French, some of them speak Dutch; but most of they either don't speak English or their English level is not up to standard.
    But I think the Belgian Embassy in China has already provided a rather clear answer to your question: if you don't have ID card, then applying for family reunion for student visa seems to be useless, don't waste time for nothing!

    要舍得花钱，才能争取时间.譬如，那个ID,你可以花一百多欧在一周内拿到.

    布鲁塞尔的commune一般他们荷语和法语都会的，一般前台也会英语
